WASTE MANAGEMENT COMMITTEE

2010 Work Plan

SECTION I. MISSION STATEMENT

The Northern New Mexico Citizens’ Advisory Board (NNMCAB) Waste Management (WM) Committee reviews policies, practices and procedures, existing and proposed so as to provide recommendations, advice, suggestions and opinions to the US Department of Energy (DOE), regarding the Waste Management Operations of the Los Alamos National Laboratory (LANL). The committee also facilitates community awareness and access to LANL waste management practices and procedures.

SECTION II. Action Items

1. Closely monitor the remediation activities at Technical Area-21 (TA-21) and be in a position to make recommendations from a public standpoint.

Specific issues include:

a. Disposal and transportation of waste generated in the operation.
b. Long-term usage of the reclaimed area. (Environmental Justice Planning.) Eventual use of the area will depend on the degree or extent of cleanup.
c. Determination of nature and degree of possible Tritium contamination.
2. Technical Area-54 (TA-54) Remediation. It is conceivable that remediation might actually begin in FY’10. (It is incumbent upon the WM Committee to become thoroughly familiar with the Corrective Measures Evaluations (CMEs) as they develop, again to be in a knowledgeable position to make recommendations.)

Specific issues include:

a. Disposal of above-ground stored waste, e.g., Transuranic (TRU) and High Level Waste (HLW).
b. Subsurface remediation in the event that buried waste is left in place.
c. Expansion of Area G.
d. Recurring request for each meeting—brief update on the Corrective Measures Evaluations (CMEs)
e. Decision process regarding the 33 shafts of High Level Waste (HLW).
• Leave waste in place versus removal
• Budgetary priority
3. Continue with the priority #1 in FY’09, i.e., option evaluation employing risk/benefit principles. (This effort should be in conjunction with the EMSR Committee. Joint meetings aid in communications and are especially valuable if LANL is presenting.)
4. Support Community Outreach opportunities.
5. Respond to new situations as they arise.
